On August 2, 1979, Decree No. 745 of the Central Committee of the CPSU “On the construction of structures for protecting Leningrad from floods” was issued, from which it followed that a new life was waiting for the station and the access road. During the construction of the dam, special sites were required for storing materials, equipment and locating administrative buildings and industries. The wasteland in Kronstadt, the village of Bronka on the other side of the bay, and the village of Gorskaya were chosen as such sites.

At the peak of activity, Gorskaya included a concrete plant with a capacity of 170 thousand m3 / year, a precast concrete base with a capacity of 30 thousand m3 / year, a reinforcing facility with a capacity of 13 thousand tons / year, berthing facilities with a berthing front length of about 1 km, base of the technical fleet, a motor transport enterprise, a railway facility with access roads to berths and warehouses of rock mass, crushed stone and sand and gravel soil, a mechanization base with a fleet of earthmoving equipment, a crane facility and other construction mechanisms.

In 2011, a dam with a length of 25 kilometers was built.

Currently, the Territory has a significant number of unauthorized dumps, including environmentally hazardous waste, illegal industries, this circumstance causes social tension.
